James C. Leonard III

Former Deputy Assistant Secretary, U.S. Dept. of Commerce Office of Textiles, Apparel and Consumer Goods (March 2002- September 2006)

In March 2002 Jim Leonard was appointed by President George W. Bush to be Deputy Assistant Secretary for Textiles, Apparel and Consumer Goods Industries in the International Trade Administration at the U. S. Department of Commerce.

In 2001, he was a consultant on international trade issues after working for Burlington Industries for over 34 years--20 of those in the international trade area. His most recent positions at Burlington were Director of Government Relations and Manager of Economic Analysis.

He has been a cleared advisor to the government for textile bilateral and multilateral trade issues. He was involved as an advisor in many bilateral textile/apparel trade negotiations and was also active as an advisor in negotiations for the NAFTA and the WTO agreements. He served on a number of industry committees and working groups.

He is a native of Winston-Salem, NC and has his undergraduate and graduate degrees in mathematics from N. C. State University. He is married to the former Cecelia Anne Fulmer of Asheville. They have two sons and live in Jamestown, N. C.

Jim was named as one of the “Top 10” for service and dedication to the textile industry by Textile World magazine in its February 2001 issue.
