Congress Passes Haiti and AGOA Bills

BOSTON, December 13, 2006 -- On December 8 congress passed a tariff and trade bill with several provisions of interest to NTA members.

The bill included several duty suspensions of interest to NTA members, including fine animal hair and certain products of rayon

Permanent Normal Trade Relations with Vietnam. Of interest to NTA members is the provision allowing the U.S. to reimpose textile and apparel quotas on Vietnam if the U.S. finds that Vietnam is providing prohibited subsidies to its textile and apparel industries.

The most damaging provisions in H.R.6406 are those relating to Haiti, which will result in the displacing of current U.S.-made fabric used in the production of apparel in Haiti with foreign fabric.

The AGOA The LDC 3rd country provision, which was to expire in 2007, was extended through September 30, 2012. The Act also added two new AGOA provision allowing duty-free imports of certain regional textile and apparel articles.

Original expiration date of December 31, 2006 for the Andean Trade Preference Act was extended to June 30, 2007 with provision for conditional extension to December 31, 2007.
