  • NY N157055 (April 8, 2011)
    • Flocked Snow People depicts a three-dimensional snow person that measures approximately 12” in height x 7” across (from arm-to-arm) x 4-1/4” in diameter at its base. The snow person is constructed of polyethylene covered with white polyester that has been flocked to give the article’s outer surface a soft, snowy look and feel. When the switch is turned to the “on” position, the snow person is illuminated. The Flocked Snow People are purely decorative articles for the Christmas holiday and do not provide any significant illumination to the surrounding area.
    • The applicable subheading for the Flocked Snow People will be 9505.10.2500, Harmonized Tariff Schedule of the United States (HTSUS), which provides for "Festive, carnival or other entertainment articles, including magic tricks and practical joke articles; parts and accessories thereof: Christmas ornaments: Other: Other." The rate of duty will be Free.

  • NY N122503 (September 16, 2010)
      Cellular plastics material that is laminated on both sides with a woven fabric composed of 100 percent acrylic man-made fibers. These woven fabric layers have in turn, been electrostatically flocked with acrylic man-made fibers to produce a pile-like effect. The applicable subheading for the material will be 5907.00.1500. The duty rate will be 8 percent ad valorem.

    • The first item, "Liberty", is stated to be a woven fabric which is composed of a 50% cotton/50% polyester man-made fiber blend. This fabric has been visibly coated on one surface with a viscose man-made fiber flock. Classification is 5907.00.8090, which provides for textile fabrics otherwise impregnated, coated or covered, … not laminated, of vegetable fibers except cotton, … other. The duty rate will be Free.
    • The second item, "Toby," is stated to be a woven fabric which is composed of a 50% cotton/50% polyester man-made fiber blend. This fabric has also been visibly coated on one surface with a viscose man-made fiber flock. Classification is 5907.00.8090, which provides for textile fabrics otherwise impregnated, coated or covered, … not laminated, of vegetable fibers except cotton, … other. The duty rate will be Free.
    • The third item, "Rimini STR", is stated to be a nonwoven fabric which is composed of 100 percent polyester man-made fibers, visibly coated on one surface with a viscose man-made fiber flock. Customs was unable to determine classification without exact technical specifications whether or not the fabric is plain knit and possibly brushed or knit pile, by construction and how the flocking/coating operation was performed on the top surface.
    • The fourth item, "London", also appears to consist of a knit fabric. Customs was unable to determine classification wiithout exact technical specifications whether or not the fabric is plain knit and possibly brushed or a knit pile and .ow the flocking/coating operation was performed on the top surface.
    • The fifth and final item, "Pelle", is stated to be a woven fabric which is composed of 100 percent cotton. This fabric has been visibly coated on one side with a leather flock. Classification is 5907.00.8090, which provides for textile fabrics otherwise impregnated, coated or covered, … not laminated, of vegetable fibers except cotton, … other. The duty rate will be Free.

  • NY N033470 (July 18, 2008)
    • Flocked ribbon composed of a narrow polyethylene plastics film which has been embossed to create a woven effect. One side has been visibly coated with flocking material of man-made fibers, of weight of approximately 155 grams per square meter.
    • The ribbon will be imported on cardboard spools measuring 2.5" wide x 25-yards in length.
    • Classification is 3921.90.1950; rate of duty is 5.3%.

  • NY N027147 (May 27, 2008)
    • Flocked cosmetics applicator.
    • Classification is 9603.30.6000; duty rate zero.

  • NY N020913 (December 19, 2007)
    • Ribbons composed of plastic sheets or strips measuring between ½" and 2½" wide. These plastic ribbons have been flocked on one side with nylon man-made fibers.
    • Classification is 3921.90.1950; duty rate 5.3%.

  • NY B87914 (July 29, 1997)
    • Flocked upholstery fabrics, from Canada. The manufacturer in Canada is Hartford Fibers, Ontario, Canada. The first item, identified as pattern FAIRVIEW, consists of a plain woven backing fabric composed of 35% cotton/65% polyester man-made fibers that has been coated on one surface with a 100% nylon man-made fiber flock. This flocked surface has been embossed to provide a leather-like appearance. The second item, identified as pattern 49403 ZAPPA, consists of a plain woven backing fabric composed of 35% cotton/65% polyester man-made fibers that has been coated on one surface with a 100% nylon man-made fiber flock. This flocked surface has been printed with a somewhat abstract design.
    • Classification 5907.00.6000; general rate of duty 4.1%.
